== Torebras Bywater - Wealthy Bree expatriate (and disgraced former Mayor of Bree) ==

'''Description'''

This hobbit is, at first glance, little different from most of his kind. Of average height and build, his homely face is round and rosy-cheeked, his girth is ... well, he's as fond of his food as any. However, there's a certain lift to his chin that gives him an air of confidence, and his nut-brown eyes have a tendency to grow distant every now and then - the look of a Thinker.

He is dressed quite the dandy. Over a snowy white linen shirt with starched collar and cuffs he wears a bottle-green velvet waistcoat, its polished silver buttons engraved with acorns; a complementary design of oak leaves adorns the large silver belt buckle around his prominent middle. The cocked hat that sits atop his glossy chestnut curls is decorated with a pheasant's feather. In a nod to practicality, he wears sensible black breeches.

'''History'''

As the eldest son of the Bywater family, it was expected that Torebras should take up some respectable profession, something utilizing the written word of which his family are so fond - and what could be more respectable than a book-keeper? Torebras was diligent in his study of accounts, and soon found work in Bree proper, where he lodged with Uncle Alwise and Aunt Buttercup (who were only too glad to have a paying guest, especially a nice strong lad who could help with the chores). Business was good and Torebras prospered - in a few years he had moved out into a smial of his own, and is now quite comfortably well-off, thank-you.

Torebras always had a tendency to think highly of himself, and when rumours began to spread of mayoral elections in the offing he decided to present himself as a candidate. After all, who better than a skilled master of accounts to maximize the revenue from Bree's tithes? Not to mention it was time the town had a hobbit in charge. Bree's population agreed (according to the vote-counters, at least), and he was elected to office in 1442 (Shire Reckoning).

During his time as Mayor the town saw a great increase in foreigners. Torebras allowed one particular group of Dwarves to dig up the road outside Staddle, and even saw fit to lift a previous Mayor's weapons ban, replacing it with a 'weapons tax' instead. He was also involved in an abortive trip to the Barrow-Downs in search of rumoured treasure. Such fraternizing with strangers did not sit well with everyone, and in 1445 Brenden Ferny called another election. The campaign between Ferny and Bywater was heated at times - still, it was to everyone's surprise when, just as the results should have been announced, Torebras confessed publicly to cheating and stepped down from office. Bree's good citizens, full of righteous indignation at his duplicity, thought no more of the matter - except to wonder how much public money he'd embezzled. If there was more to the tale - and if it had anything to do with the fact that the previous night the door of Torebras' smial had blown off its hinges - noone knows.

Torebras decided to make a clean break and moved to the Shire late in 3045, making it clear he intended to resettle there. The Breehobbit was plainly wealthy, and has invested in a number of businesses as well as buying himself a comfortable house (and not smial) in Newbury. He seems to fancy himself as a gentlehobbit now. Most put his eccentricities down to being an Outsider, but some few remember the gossip from Bree a few years back about a former Mayor who was found to have cheated in an election, and shake their heads ...
